System / Administration / Synaptic Package Manager 
choose:
Settings / Repositories and tab labeled "Ubuntu 6.10" click all the entries: universe, main, multiverse, restricted, source code as the image below: choose: once confirmed, as suggested press the "Reload" will download the information on the various packages.
